One Piece has over a thousand chapters of power scaling, and ranking its strongest characters is never a simple task. This list is based on demonstrated feats, in-universe statements, and the current state of the story up to the Final Saga. We're focusing on living characters only, ranked by their overall combat ability.
A Note on Methodology
Power scaling in One Piece is not purely about raw strength. Haki mastery, Devil Fruit abilities, tactical intelligence, and battle experience all factor in. We've weighed all of these elements to produce this ranking.

#10 — Trafalgar D. Water Law
Law's Ope Ope no Mi (Op-Op Fruit) is one of the most versatile Devil Fruits in the series. His Awakening allows him to manipulate his environment at a massive scale. His Haki has grown significantly across his appearances, and his feats in Wano solidify him as a top-tier fighter.
#9 — Eustass "Captain" Kid
Kid's Jiki Jiki no Mi (Magnet-Magnet Fruit) Awakening, demonstrated during Wano, gave us a terrifying glimpse of his potential. His raw offensive power is extraordinary, and his rivalry with Luffy suggests Oda intends him to remain relevant at the highest levels of power.
#8 — Dracule Mihawk
The World's Greatest Swordsman holds that title for a reason. Mihawk's feats — cutting entire ocean waves, matching Whitebeard-era Shanks in their youth — place him comfortably among the series' elite. His lack of a Devil Fruit makes him one of the most impressive pure-Haki combatants in the story.
#7 — Benn Beckman / Silvers Rayleigh (Honorable Mentions)
Both men earn a mention here for their implied power levels, though direct feats are limited. Rayleigh — the "Dark King" and Roger's right hand — has shown mastery of all three Haki types. Beckman is implied to be an extreme threat even to Admirals.
#7 — Sabo
As the current user of the Mera Mera no Mi (Flame-Flame Fruit) and the Revolutionary Army's Chief of Staff, Sabo has demonstrated Admiral-level combat ability. His showing during the Reverie arc reinforced his standing at the very top tier.
#6 — Akainu (Fleet Admiral Sakazaki)
The Mag-Mag Fruit's Awakening combined with Akainu's sheer ruthlessness and combat experience make him one of the most feared figures in the world. He defeated Whitebeard-era commanders with apparent ease. His absolute justice makes him a near-unstoppable force of will.
#5 — Shanks
The Red-Haired Emperor's true power remains partially veiled — but every glimpse has been awe-inspiring. His Conqueror's Haki is so refined that a casual release aboard the Marineford battlefield stopped seasoned fighters cold. His recent feats in the Final Saga have only reinforced his status.
#4 — Blackbeard (Marshall D. Teach)
The only person to wield two Devil Fruits simultaneously, Blackbeard possesses both the Yami Yami no Mi (Darkness) and the Gura Gura no Mi (Quake). He defeated Ace, survived Marineford, and has positioned himself as Luffy's ultimate rival for the title of Pirate King.
#3 — Roronoa Zoro (Post-Wano)
After mastering Enma and unlocking Advanced Conqueror's Haki in Wano — culminating in a world-cutting slash that scarred Kaido — Zoro has cemented his place just behind the very top tier. His path toward Mihawk's throne runs directly through these power levels.
#2 — Monkey D. Luffy (Gear 5)
Gear 5 — the awakening of the Hito Hito no Mi, Model: Nika — elevated Luffy to a tier that few in the series can approach. His battle with Kaido demonstrated an almost reality-warping level of power. He is by any measure one of the two or three strongest characters currently active in the story.
#1 — Imu
The shadowy ruler sitting on the Empty Throne is the most mysterious — and most powerful — figure in the world. Demonstrated feats in the Final Saga have shown Imu possesses destructive capability that dwarfs anything we've seen from any Emperor or Admiral. Until more is revealed, Imu earns the top spot by both implication and direct evidence.
